Architecture review

In order to maintain the architectural character of Serrano Park, modifications of structures and hardscape must be reviewed and approved by the Architectural Committee. The standards set by the architectural committee ensure that the homes in Serrano Park maintain continuity and that the alterations made to them improve the appearance and enhance the overall value of every property.

Making changes to your home, like painting, landscaping, or building, requires HOA approval first. Below is a step-by-step guide to walk you through the process. It’s important to follow the process and wait for approval before beginning work on your project. Any unauthorized work may require modification or removal at the expense of the homeowner and/or a fine.


How to Submit an Architectural Change Application

Step 1: Download the Application Form

  • Go to www.keystoneconnection.net
  • Log in to your howemowner account.
  • Go to Community Information > Documents > Architectural.
  • Download the right application for your project.

Step 2: Gather What You Need

  • The completed application form with a full description of your project.
  • Supporting documents such as paint samples, photos of materials, plans, or site drawings.
  • Current color photos of the area where the work will be done.
  • Neighbor signatures if required for your type of project.
  • The application deposit fee

Step 3: Pay the Deposit ($200)

  • Online (fastest): Log in to the Keystone Portal > Account Info > Architectural > Purchase Association Items > Select “Arch. Application Deposit” > Pay online. Keep the confirmation number.
  • By check: Make the check payable to Serrano Park HOA, and add the check to the application packet with your other paperwork.

Step 4: Submit Your Application

Option 1: Online (recommended)
  • Log in to the Keystone Portal → Account Info → Architectural → Add ACC Request.
  • Upload your application form, project description, photos, and supporting documents.
  • Enter your deposit confirmation number (if paid online).
Option 2: Mail
  • Mail your application, supporting documents, and $200 check or payment confirmation number to:
    Keystone Pacific Property Management, Attn: Architectural, 240 Commerce, Suite 200, Irvine, CA 92602
Option 3: In-person drop off
  • Deliver the application packet and check to Keystone at the same address above.

Step 5: Wait for a Decision

  • Approval/denial will be sent by email and by mail
  • Check status anytime in the Keystone Portal
  • If denied, you may appeal to the Board

Step 6: After Your Project is Finished

  • Submit a Notice of Completion (NOC) form with photos to get your deposit refunded
  • Submit online, by mail, or by drop-off
  • Refund is mailed within 30 days after approval
